ECU Help? No power to the fuel pump

I could use some help with diagnosing a no start problem with my '98 Nautique.

I don't have power to my fuel pump with the key on or when trying to start.

I have done the following-

• removed the kill switch and crimped the wires together
• Replaced the fuel relay at the back of the motor
  • I have 2V on the hot legs of the relay instead of 12V with the key on

My next thought is the ECU, but hesitant to spend $600-$1000 when I am not sure that's the culprit.


Any suggestions?
