Tracking fine replacement - sealant on surface or in/around screw holes only?

I'm replacing the tracking fin on my 07 SV211 and wondering if I should place sealant on the entire surface or just in/around the screw holes?

On the fin I am replacing, it looks like the previous owner replaced this fin once already and used sealant on the entire surface, but on the other two fins I can's see sealant on the surface around the edges, so it appears the sealant may just be in/around the screw holes.

Thanks in advance for the help!

If it were mine I would seal the holes/bolts and put a thin coat on the entire surface of the fin then wipe the excess off after tightening. 3M 4200 or 5200 is the sealant to use. I would use 3M 4200 as it is removable in the future. If you use 3M 5200 plan on it being permanent.
