The only way the starter engages is when the idler button is push in. Why? For cold starts, I have always been able to pull out the idler button and move the shifter forward or backward to start and idle until warmed up. Then push in the round (1 centimeter diam) idler button and then engage the transmission. Why is there no juice going to the starter when the idler button is pulled out?

Sounds like it might an issue with your neutral safety switch and/or the wiring. If the boat is in gear then the starter will not get power due to the neutral safety switch doing it's job. Sounds like even with the fast idle button pulled out it still thinks it is in gear. Leave it in neutral and pull the button out, does the starter still have power? Once the boat is running, if you pull button out does fast idle work correctly? If the answer to both of those is Yes then I am pretty sure you can zero in on the neutral safety switch and/or the wiring.
