Wiring Help on PCM EX343

Looking for a little help here.. I am wiring up a new dash and want to make sure I get this right, In the 8Pin harness there are a the conductors for Ignition and starter. Just want to make sure those are 12v inputs. So when the ignition is on the 12v supplies the ignition pin and when the key is turned to start it supplies the starter pin with the momentary 12v until the key is put back to the on position.
Also not sure with the MIL pin is for.
