Hoping someone else has experienced this issue and has a remedy. 
I put the boat in dealer mode and tested the NSS system. For surfing on the starboard side the NSS plate comes out on the port side a maximum of 1" from the hull and at NSS 5 about 1/4". When I switch to port side surfing the starboard plate only comes out a maximum of 1/4". Do you think this is an electric ram issue or an incorrect voltage going to the ram causing it to only extend a minimum amount?
