The actuation pin on my ‘08 board rack is not moving out so the rack will not lock inboard or outboard. I need to pick up some imperial Allen keys, but I’m not seeing how the rack can be disassembled unless the 2 large allen headed screws are holding it together? Thoughts?

Not sure which racks those are -- Titan maybe?
I looked on NautiqueParts, but they just have the service kits for the Roswell racks.I own and operate Silver Cove Marine, which is an inboard boat restoration, service, and sales facility located in Mooresville, North Carolina. I have the same racks on my 2008 with the titan tower.
Never had the issue having them lock up, but maybe try some wd-40 or PB-blaster penetrating oil around the release pin to make it move easier?
In order to remove the racks from the tower you need to loosen/remove the socket head cap screws that tighten the clamps to the tower. My racks have an upper and a lower clamp (2 clamps per rack)

For anybody interested, there were a few areas needing addressed. The actuator pin was not moving freely in its bore, so needed cleaning, but also there was a small lip on the pin that required to be filed back plus also a lip on the aluminium housing that needed filed too. Once complete the pin moved through its range of motion so just a case of lube and reassemble. A few pics for info.
In terms of disassembly there is an allen screw that holds the upper and lower half or the large shaft (not pictured) together so a simple repair should anybody else have a similar problem.

I took mine apart too, only way to maintain them. I used a good quality waterproof marine grease on the pins and it seems to be working well (serviced a few years ago). FWIW, the guy who started Titan still makes some rack parts for this style of rack, ie if you wanted different forks, they have them. Titanwake.com2008 230 TE-ZR6
