I am having an issue with my 93 Sport Nautique. Has a 5.8 PCM fire engine in it with a Holley carburetor that I believe is about 2 years old. I was recently having an issue where when I try to start my boat it turns over like it is going to start but never fires. I checked the carburetor a day later when I got home and it seemed clean inside but dry. I am a novice to engines but when I reversed my throttle as though to prime the boat the flap in the carburetor didn’t open until roughly 5 o’clock. I also found a hose going from the oil tank to the air filter on top of the carburetor that was unattached but appeared as though it was supposed to be. Not sure if any of these issues are the cause of my problems but don’t know if they are issues that need fixing anyway, or if that is how it is supposed to be. Attached are pictures of the hose I found to the air filter on the carb. My next step was to check out the fuel filter for gunk/water. Any advise or knowledge would be greatly appreciated.

The hose you are referencing comes from your valve cover (not the oil tank). It is a breather hose for the engine -- works in conjunction with the PCV valve. You also mentioned the "flap in the carburetor". That is the choke. If the choke is working properly, it will be closed when the engine is "cold" and then it should open fully when the engine reaches operating temperature.
A "no start" condition comes down to 3 things: fuel, air and spark. You need to start working systematically through fuel, air and spark to see what the problem is.
