2003 Air Nautique 216se Bilge and ballast switches

Just got into a 2003 Air Nautique 216se. Direct Drive. The Bilge is a 2 position switch, but when I turn it on, the bilges are not test spinning. I pulled the switch, and if I jump the power wire over to the bilge wire, they both test / prime. I tried a new switch, and it could be bad, but the new switch still isn't getting the bilge to test / prime.

I tried searching forums, but couldn't find anything. Any thoughts?
