Tech Mate Scan tool not getting 12 volts

Has Anyone have this issue? I can plug the scan tool to my computer works fine. If I plug it into the diagnosis pigtail on the boat, it will not power. I checked the volts at the diagnostic pigtail in the boat and I have only 5 volts. Thoughts ? I can't find the wiring diagram for the 2007 Nautique 210. I believe the loss of power must be to a short ?

Alright in case some one else has this issue ... I needed to power the diacom from another source lap top . Worked great and cleared codes
