1995 Ski Nautique - Ford 350 engine --- starter issues?

My sister arrived at our cabin and successfully started the boat a few times, then after letting it sit for a while - she was not able to get it to start again. From the video attached, I want to say something is wrong with our starter because it screeches and skips, then nothing happens.

Any ideas?
