For what is worth. If you are using your mutimetter at the source (the battery) your link is measuring after going throuhg all the accessoties and instruments. The readings are not terrtlble low. Are you having other issues or you just wondering why the discrepancy? If everything is working fine i woulndt worry about it.

not sure if voltage is an issue because i have had 3 new throttles installed on a 202 hour boat. neutral safety does not work again so i think that could be the issue but also noticed the voltage because sometimes the start button will not do anything unless i turn off the battery switch and turn it back on. also my stereo randomly comes on at start up when it was turned off. could be a software glitch but dealer says they did the current update. it is very annoying that the stereo comes on very loud as soon as the linc screen comes on

You mean you're on your third super reliable Throttle Base Assembly? No, the voltage shouldn't be that far off on the LINC screen. But I doubt that has anything to do with Throttle issues.
