Hydrolocking

I am looking for help have a 2018 G 23 believe it is Hydro locking getting water in a cylinder. Has anybody had this problem

After skiing and parking for an hour or two, the boat will not turn over. Trashed one starter, installed new starter, attached water to boat and it would not turn over with new starter. Took it to Nautique dealership for service, they pulled plugs out, motor turned over. Found a little water in number 7. Made it sound like it was fixed but don’t believe it is fixed. Afraid it will go back to lake and the same thing, hydrolic will happen again. Any idea how water is getting into cylinder?
