1999 Ski Nautique GT-40 will not start intermittently

Problem: Turn off the key & it will sometimes start right back up, or does not start at all. I have replaced the ignition switch twice. Once it does start, it runs perfectly. It does not die, sputter, nothing. I can run it for an hour or two and it is fine. But come back to the dock slip, turn it off, and half the time it will not start, or other half it just starts right back up. Yes, it does start eventually, but can take as much as 10-15 min (30-40 times to turn the key.) Yes, when I turn on the key I can hear the fuel pump kick in. Checked volts to solenoid on starter and its 12.3 as it should be. pulled dash wire console and checked connections. All fine. Cleaned cable at battery. I don't want to just start replacing parts. Anyone have suggestions on what I can test and try? Thanks.
