    No start power issue?

    Hey all. im having a what i think is a weird no crank no start issue[351W]. I recently had the engine and trans out of the boat for some repairs and ever since ive re installed it i just get a click from the starter solenoid when trying to start. this lead me to believe it may be a starter solenoid issue so i tried jumping the solenoid and nothing happens. No sparks, No engagement from the starter, Nothing. It has a brand new battery in it. Even so i went in with my multimeter to see what i had for voltage. Battery reads 12.5 volts as well as at the power terminal on the starter relay.with the key being held in the start position i also have roughly 12.5 volts on the other side of the starter relay and also at the starter solenoid.i happened to have another new starter solenoid kicking around and installed that to see what happens and i had the same result just a click. I did cut back about 6inches of insulation on power wire at the battery terminal and the power wire is definitely a little corroded but not horrible and i have 12.5 volts on the wire itself as far as i cut the insulation back. this boat never had a starting issue before this right up until i removed the powertrain[not my first rodeo either]..Let me know what you guys think. thank you in advance.
    Things ive done so far
    -new battery
    -new starter solenoid
    -remove and inspect neutral safety switch[ok]
    -chase voltage from battery to starter[good]
    -cleaned battery terminals
    -cleaned engine block ground and terminal
    -bench test and installed 2 different starters[one brand new]
