Throttle position control

I have a 2019 Ski Nautique with 200 hours on it. I have been having throttle issues the boat will rev up for no reason in neutral it is very sporadic. Temperature does not seem to make a difference. I have replaced the throttle body and shifter both and it seems to make no difference. I have also sprayed electrical cleaner on all the connections.
Anyone else having any of these issues or know a solution?
