Just bought a very rough 2001 SN196. This thing has been used and abused but I am very excited to start restoring it. I know for sure the boat needs some new gauges, but I can’t get any power to the dash. I have a fresh battery in it, on/off/bilge switch on the kick panel is set to on, and the lanyard switch isn’t pulled. Does this era of 196 have a secondary battery disconnect somewhere that I can’t find?

If it's like my 2004 206...you'll want to check this.
At the battery, on the positive lead, there is the main lead (runs to start solenoid) and then there is smaller ~ 12 gauge lead. Typically both leads integrate into the main fitting that bolts to the positive battery post. This 12 gauge lead feeds the dash system. Look for a water proof inline fuse holder in the 12 gauge line a few inches past the post....it will be in the battery box.
I'm guessing the inline dash power fuse is blown or missing. Nothing will light up on the dash when this fuse is blown.

Checked both recommendations so far. No extra switch under the observer seat. The 20A fuse in the battery box is good. Next step is to test the on/off/bilge switch before I order a new key pad.
Has anyone converted from a keypad to a straight key?

IDK if this breaker was still on the engine in 2001 but I've had this breaker bite me a couple times. This breaker is typically mounted on the engine and typically has a red button on it. If it pops nothing works. Should be a quick thing to check....

Does this boat have a PME type fuse box and ignition keypad? I do see you mention a keypad above. A PME picture can be seen here: https://nautiqueparts.com/engine/eng...ker-pme-boxes/
After running the check bturner suggests above, I suggest you dig a little deeper by checking:
The ~ 12 gauge fused hot lead from the battery powers a pole on PME box. There is also a ground bus on the PME. Pull the kick plate where the PME is mounted and use a voltage tester to make sure the hot lead to the PME is delivering power. Verify the ground as well.
Carefully inspect the PME breakers for signs of problems. All the breakers should be depressed and should not pop or fail to reset.
Verify the main wiring bus harness that connects to the PME is correctly seated. You may want to unscrew the harness plug (has a hex bolt to secure), and inspect PME/plug for corrosion. Note that the harness wires are heavy and over time can have connection issues within the plug/harness. I have an odd horn problem in my boat related to PME/harness plug.
As part of the main harness, there is a small harness that connects to the back of the keypad...wires are quite thin as they are signal wires only. Unplug that harness from the keypad and verify again no corrosion.
If all this tests OK but you still can't get the dash to light up (and the engine to crank), consider have the keypad tested. IIR, you can send your keypad to Nautique Parts and they can verify it works....or not. I believe they also may be able to test the PME.
Here's the general electrical sequence to turn on the dash for a PME/keypad boat.
1. 12v constant hot runs from the battery to the PME hot pole
2. The PME enables certain circuits to be 'always on' (keypad power, the always on bilge pump switch).
3. To enable the remaining circuits, the keypad must be powered and must accept the correct security code which in turn sends a signal to the PME to enable all the breakers
4. Once the PME has received the power up signal from the keypad, all dash features including the [start] button on the keypad should work
If you don't have power to the PME, nothing works. If the PME has failed or you have a PME/harness connection problem, nothing works. If you have a keypad harness problem, nothing works. If you have a bad PME or keypad, nothing works.
