OK took out the boat the other day and ballast wont fill. I have a 99 super air and I turn the knobs to on and switch the switch to fill and nothing. Well with the knobs to fill it is suppose to fill going 15mph with out the switch working but nothing. There is a valve in the bottom of the engine but not sure what it goes to. Pumps are not working but still wont fill with the sea **** or whatever its called. also I noticed a lot of water in the boat. So should I start with the pumps or am I doing something wrong??

I have a 99 Super Air also. My system did not work when I got the boat. I cut it out and just use fat sacs, the original system was crap in my opinion, not like the newer ones. One side would fill, the other halfway, or not at all. draining was a pain...... I prefer the bags, anyway, that way I get all that space back.
just my opinion...the WakeSlayer

Perhaps you have a leak if there is a lot of water in the boat. The plumbing of the ballast tanks will get stiff and brake in a few years.
Check if your thru-hull valve is open (the handle should say open or close, or otherwise the handle should direct with plubing for open) at the bottom of the boat.
If it's open, check if the pumps are running, just on the drive way when the boat is on the trailer. You should hear them running when filling or draining. They are on the port side of the engine on the bottom of the boat.
If both pumps are running check the air valves. Disconnect them at the tanks and blow through them.
If this all works out, check the plumbing again.
At last, are your gauges working properly?
My ballast of the 2000 SAN could fill with everything open (thru-hull valves and air valve) and ballast pump off, but it would take several hours to fill the tanks halfway. This system worked flawless for me for 2 years with fast fill and empting (4 minutes or so), on the fly or sitting still in the water.
I hope the 2006 ballast system works even better (no valve system, and different pumps) of our new SAN.230 with ZR6 running on propane
