I just purchased a new 2006 216 LE. Each time I enter the primary user code and press the start key to put the system in the unlocked mode (system indicator light comes on), the bilge pump light also comes on and the pump starts to run. Is this normal? I have the owners manual and see nothing about the bilge pump coming on at the time the system is put in the unlocked mode. My dealer thinks all is OK.

That's normal. It should come on to check for water in the bilge, and then the pumps should turn off. The light on the dash will stay on until you turn it off. Should any other functions (like the blower) come on automatically when the system is in the unlocked mode or are all other functions manual?
Also what is the purpose of the "12V" button? Is it for additional accessories? If so how are the accessories wired to it?
Is it OK to operate the stereo for long periods (but not long enough to kill the battery) while the system is in the unlocked mode (for example while the boat is sitting at the dock without the engine running). In doing this, I am assuming the unlocked mode is not supplying power to the ignition and will not cause any electrical damage.

CC uses the same KI dashbod on all their boats. All the buttons don't do things on all the boats.
I know the 216 TE comes with 4 12 volt (cigarette style) outlets --- 1 in the glove box next to the radio, and 3 on the starboard side. That is what the switch is designed for.
Wiring additional accessories to the switch is beyond my knowledge, however your dealer might be able to help you out.
