I had this problem on my 02 SAN. Wouldn't take a suction in the driveway, overheating, and such. Had already replaced impeller, and tore the entire cooling system apart looking for the problem. Put it all back together and filled the system back up and nothing. The problem, as i eventually figured out, is that you need to idle the engine at about 900-1000 RPM. Then the impeller wil develop enough suction to get the water up into the engine. Sounds kind of dumb, but the fake a lake isn't the most leak tight system, as already mentioned. Takes a lot to suck that water up into the engine compartment, so try revving the engine just a little in neutral with the water on and see.
