Accuracy of ballast gauges on 2006 SAN210?

My port ballast gauge read a quarter full when the pump shuts off. Does anyone else have this problem? Could it be the pump is shutting off to soon? What actually prompts the pump to shut off?

As far as I know the pumps are shut off due to the low reading on the gauges. Ours shut off at approx 10% for the rear tanks. The belly pump keeps on running when empty (you hear the tone change) for 5 seconds or so. Then it shuts off.
