Could PP cause surging or hesitation with the engine, even if it's not on? Can I disconnect PP and still run boat to eliminate this as a possibility?

What boat and engine?
If the engine is not drive by wire, yes. Not sure about DBW boats. The standard linkage hook up must not have a gap in between the L bracket and the original throttle cable and the long brass nut. The only other time I have surging is if we are not up to the set speed and it tries to engage. That only happens when we are cruising after skiing and have forgotten to turn off the PP.
Try making a ski run without the PP engaged, it shouldnt have any affect on the throttle and should eliminate PP or another Mechanical issue.2005 Ski Nautique 206 SE, Acme 422, PP SG 8.0, ND Tower
