Remove it from the engine.
Flush it from the inside out with paint thinner, or if you really have no alternative, diesel fuel or gasoline.
While still wet, use an old paint brush to brush crud off the outside of it.
Rinse again with whatever you used the first time.
Blow from the inside out with compressed air.
Set outside in the sun to finish the drying process.
When the smell of whatever you used on it goes away, put it back on the engine.
You can also use spray Carburetor Cleaner. It evaporates quickly with no residue. Still you need to blow it out (from the inside out) with an air hose.
