Does anyone know where to find a pull over style bib that will be placed over a life vest to add visibility to a fallen skiier? I could always buy new vests but thought this would work as well. Thanks

Go to Wake Games in Orlando next year? They had bright orange bibs there, although they use the same basic type of stretchy bibs for all the WWA/King of Wake/PWT events. Something kind of like https://www.reliableracing.com/detail.cfm?edp=11081320
I am sure you can find other places if you search, you could contact the King of Wake and see if they would share the details of what they use, heck they might even have some old extras they can part with. I have seen plenty of people wear t-shirts over their vests as well.

If you don't have any luck with the bibs due to the minimum volume requirement then a bright colored short sleeve rash guard might do the trick. Something like this should make them pretty visible in the water:
