Toyota is the #1 largest car company in the world by sales and has the highest market value. BMW is 13th and has a market cap of about 1/3rd that of Toyota. If anyone has the resources to build anything I'd say its Toyota.
And I'm not clear what you would consider a 3 series killer, i.e. what your qualifications are for such. But the 4th gen Supra came out in 1993, was discontinued in 2001, was sold for $35k new, and killed any 3-series in every qualification. 109ft 60-0 stop ; 0.98g skidpad ; 13.3 1/4 mile -- all this in 1993.
20 YEARS later the BMW M3 (since that's the flagship) still has a worse 60-0 and skidpad. It is quicker in the 1/4 than a 20-year-old (stock) Supra, so I'll give it that.
FWIW, I've owned a 335i, an E36 M3, and E46 M3, and a 328i. So I'm not slamming on BMW without having tested the waters. BMW does some things right, no doubt. But if Toyota/Lexus wanted to build a 3-series killer I can't imagine how they wouldn't be able to.
