I don't know if the article used 2006 numbers, but from what I can tell California and Florida are the worst states, but I expect that as those two states have more coast line than any other states (except alaska).
What is real suprising is the value loss where Georgia is a close fourth place to California and Tennessee is a close second to Florida.

Also note that any accidents within 9 miles of shore in the gulf of mexico are part of the state records, but only 3 miles for the pacific and the atlantic.
