Read the owners manual carefully. You have to populate at least 50% of the RCA inputs, or 100% depending on how you configure the inputs. The reason you can't get the output voltage up to spec is because you do not have a symmetrical +/- signal when bridged. You're running a positraction differential with a 14" tire on the left and a 22" on the right side. Also, that has to sound like #&@%!
