While the weight of an S23 seems to fit inside the towing capacity of a 2019 Ford Expedition Max, I'd appreciate any feedback you guys might could offer. Is it safe? Anything I should add to the Expedition to max it safe(r)?

Read the fine print on the towing capability of the Expy, usually to reach max limits which you will likely be close to, it requires a WDH (weight distribution hitch) which doesn't work with surge brakes.
That said I'm sure it WILL tow it and likely stop it as long as you're on pretty flat terrain. How often and how far do you intend to tow it? Is it pretty flat where you are and will be towing it?

Be very careful every state treats this differently. BUT the max load carrying capacity of a vehicle is with the vehicle empty.
Every occupant reduces that total load, as does every item you add. Some states do not care. Some will empty you put you on a scale and make your life ****. Most likely if you have a new expedition they would not bother you. Apparently the guys towing campers run into these issues all the time.
how far are you towing? if i'ts 100 miles once a year and the rest of the tiem 2 miles? Send it, you'll be fine if you are careful.
Intend on towing all over the US? be careful.
